On Tuesday, October 6, the Chikkadpally police in Hyderabad filed a criminal case against S. Balachander, a 37‑year‑old booth‑level agent of the Bharatiya Janata Party. The complaint alleges that Balachander attempted to submit 30 pre‑printed Form‑7 applications to delete voters from the electoral roll at a polling station in the Musheerabad Assembly constituency. The case is registered under Sections 217 and 318(2) of the Bharatiya Nyaya Sanhita and Section 31 of the Representation of the People Act, 1950.
The complaint was lodged by T. Praveen Kumar, the Electoral Registration Officer for the 57‑Musheerabad Assembly Constituency and Deputy Commissioner of GHMC Circle‑41. According to the filing, Balachander brought the 30 Form‑7 applications to Polling Station No. 210 at Surya Nagar in Chikkadpally on September 28 at about 11:30 a.m. The documents, signed by Balachander, sought the removal of the names of 30 electors from the roll.
When Balachander presented the forms to the Booth Level Officer and the BLO Supervisor, the officials declined to accept the bulk submission and did not issue any acknowledgment. Balachander left the forms at the polling‑station premises and departed. A field inspection report submitted by the BLO and Supervisor on September 30 brought the matter to the attention of election authorities, who subsequently verified that all 30 electors were indeed residing at the premises recorded in the electoral rolls. Consequently, the applications were deemed invalid and were rejected.
