The National Investigation Agency (NIA) filed a chargesheet on Friday, October 9, 2026, against four individuals connected to an encounter in the Chenab Valley’s Kishtwar district earlier this year. The chargesheet names one local suspect and three terrorists who were killed during the incident.
The 535‑page document details a conspiracy that involved three dead attackers, including Saifullah, the commander of the banned Jeish‑e‑Mohammad (JeM) group. It outlines how the trio, led by Saifullah and affiliated with the Kashmir Tigers (Azrael Group), carried out the attack that resulted in the deaths of security personnel and civilians.
The arrested suspect, Maneer Ahmed of Naidgam in Inderwal’s Chatroo, is charged with voluntarily harbouring and concealing terrorists. He faces offences under the Unlawful Activities (Prevention) Act for waging war against India and for orchestrating a conspiracy from across the border.
The NIA said it had investigated the case for five months and traced the conspiracy to Pakistan. The agency confirmed that the attack took place on February 22 at Wani Mohalla, Passer Kote, Chatroo, and that retaliatory fire from security forces killed all three attackers. Further investigation is continuing as authorities pursue additional leads.
