Haryana Chief Minister Nayab Singh Saini told the state assembly on Monday that the Haryana Kaushal Rozgar Nigam (HKRN) has eliminated contractors and middlemen from the long‑standing contractual employment system. He said the new framework is transparent, accountable and employee‑centric, replacing a model he described as opaque and exploitative.
Opposition leaders, including Congress MLA Bhupinder Singh Hooda, argued that HKRN is increasingly used to fill posts in departments, boards and universities, bypassing the Haryana Staff Selection Commission and the Haryana Public Service Commission. They contend that the arrangement sidesteps constitutionally mandated reservation quotas for Scheduled Castes, Scheduled Tribes and Other Backward Classes, depriving eligible candidates of fair competition.
Saini countered that reservation provisions are incorporated into HKRN’s deployment rules. He cited figures showing that 28,350 contractual staff have been placed, of which 6,788 (23.94 %) are from Scheduled Castes and 8,128 (28.67 %) from Backward Classes, both exceeding the statutory shares. He said the process now follows a rule‑based, merit‑based system that eliminates wage deductions, unpaid months and other exploitative practices associated with the earlier contractor model.
The chief minister noted that temporary contractual employment predates HKRN, tracing its growth to 1967 and reaching over one lakh positions by 2014. He argued that large‑scale exploitation occurred during the Congress rule, and that HKRN merely formalises an existing need while ensuring social security and transparency.
