The Kerala government has ordered a preliminary vigilance probe into a 2006 road project linked to Chief Election Commissioner Gyanesh Kumar. State Public Works Minister P.K. Basheer welcomed the decision on Tuesday, stressing that the controversy should serve as a warning for the state. He said infrastructure projects are being implemented on a massive scale and that the KSTP episode should teach greater transparency and accountability. Basheer emphasized that the case should not be treated as a closed chapter but as an opportunity to strengthen public works.
In 2006, the Kerala State Transport Project (KSTP) undertook a World Bank‑funded 215‑crore project to reconstruct the MC Road between Angamaly and Thiruvananthapuram. The contract was awarded to PATI‑BEL, a joint venture between a Malaysian company and Bhageeratha Engineering. The Malaysian project engineer, Lee See Been, allegedly raised several complaints during construction, then returned to Malaysia and died by suicide. Reports suggest that a suicide note left by Lee contained allegations against officials.
A vigilance probe had been initiated at the time, but it did not reach a conclusive outcome, leaving many questions unanswered. The controversy gained renewed significance because Gyanesh Kumar was serving as Kerala’s PWD Secretary when the incident occurred. Basheer said the veracity of the allegations, the circumstances of the engineer’s death, and any links to other evidence require legal scrutiny without political or personal prejudice. He called for a review of the earlier inquiry to determine why it remained inconclusive and what findings it produced.
Basheer highlighted that old files should not remain in cupboards but serve as lessons for future administration. He asked what stage issues arose, who made decisions and on what basis, the cost overrun, delay causes, and financial loss to the government and public. As Kerala enters a phase of massive infrastructure development, he said accountability must grow with scale, transparency must increase alongside public funds, and monitoring mechanisms must be strengthened. The fresh probe was ordered after a complaint seeking an investigation into Kumar’s alleged role in the case.
