The government today released operational guidelines for the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0). The new phase carries an outlay of Rs 565.5 crore for the 2026‑31 period and aims to integrate land records, maps, registrations and related data through a GIS‑based digital framework.

Union Rural Development Minister Shivraj Singh Chouhan said the programme will move beyond digitisation of individual records toward an integrated land management system. He added that land is more than soil; it is the pride of farmers, the blessing of ancestors and the identity of future generations.

Under DILRMP 3.0 each state can develop a ‘land stack’ by linking land‑related datasets and systems through APIs. These state‑level stacks will build a federated national land stack that allows interoperability while keeping data ownership with the authorities. The scheme will assign a 14‑digit Bhu‑Aadhaar, or Unique Land Parcel Identification Number (ULPIN), to every parcel and fully georeference cadastral maps. Seventy‑five high‑footfall sub‑registrar offices will be upgraded to registration seva kendras modeled on passport seva kendras, and legacy records will be scanned, a registration repository created and revenue courts computerised. The NAKSHA initiative will support urban land mapping and the preparation of urban property cards.

Chouhan said DILRMP 3.0 will enable farmers to access institutional credit and reduce repeated visits to government offices. Earlier phases have digitised 99.9 % of rights records, 97 % of cadastral maps and computerised 99 % of sub‑registrar offices. The scheme will roll out across all states and union territories with 100 % central funding, releasing funds in performance‑based phases and monitoring progress through a real‑time DILRMP‑MIS dashboard.
