A high‑level meeting was held on September 8 at the Deputy Commissioner’s Chamber in Zunheboto, chaired by Deputy Commissioner Dharam Raj. Officials from a range of departments and security agencies attended to discuss the formulation and submission of an Action Plan under the State Internal Security Scheme (ISS).
The primary objective was to strengthen the district’s preparedness and response mechanisms within the ISS framework. Discussions covered internal security, emergency preparedness, citizen safety and coordinated responses during unforeseen situations.
Key points included readiness for external attacks, evacuation procedures for major disasters, availability of essential resources, and the roles and responsibilities of different departments. Participants also stressed the need for an effective, accessible and searchable communication and information system.
The meeting highlighted the absence of air‑raid sirens in Zunheboto and the necessity to evaluate suitable warning and alert mechanisms. Human‑rights considerations during emergency and security operations were emphasized. Law and order was identified as the police’s primary responsibility during initial responses, while the importance of inter‑departmental coordination was underscored. Publicity and press protocols were discussed, with a focus on responsible information dissemination, the challenge of misinformation, and the need for clear communication protocols.
Deputy Commissioner Dharam Raj stressed that a comprehensive and practical plan must be in place before any emergency occurs. He noted that the district requires a solid theoretical framework supported by adequate resources, clear responsibilities and coordinated mechanisms to ensure preparedness for unforeseen events.
