On Monday, September 7, 2026, the government of Uttar Pradesh announced that a mental health support cell will be established in every university and college and a uniform policy for student mental health will be developed across higher education institutions.
An official statement said, “The Yogi Government has taken an important initiative regarding the mental health and well‑being of students pursuing higher education in the State. With the objective of providing students with a healthy, safe, and stress‑free academic environment, a uniform Student Mental Health and Well‑Being Policy will be prepared for all higher education institutions in the State.”
Higher Education Minister Yogendra Upadhyay held a high‑level meeting at his Lucknow residence on the same day to discuss the policy’s implementation. The meeting covered the expansion of mental‑health facilities, an action plan for timely counselling, and support mechanisms for students.
The statement emphasised that the policy focuses on overall personality development rather than limiting higher education to degrees and employment. It aims to create an environment where students experiencing academic pressure, examination anxiety, career‑related stress, or emotional difficulties can receive timely support.
Under the policy, a coordinated mental‑health support system will be developed at the state, district, and institutional levels, enabling students to access counselling and specialist services as needed.
The Director of Higher Education will act as the nodal authority, with a steering committee chaired by the Principal Secretary, Higher Education overseeing implementation, budget, and review. At the district level, a committee chaired by the District Magistrate will coordinate with universities and colleges to monitor activities. The key element of the Yogi Government’s plan is the establishment of a Mental Health Support Cell in every higher‑education institution.
