The Nagaland Directorate Ministerial Service Association (NDMSA) held its 5th Biennial Conference cum 50th General Meeting on August 7 at the Capital Convention Centre, Kohima. The event was attended by Director General of Police (DGP) Nagaland, Rupin Sharma, as the special guest. Sharma emphasized the importance of maintaining a well-organized and systematic file management system in government offices.

He noted that younger employees possess the knowledge and capability to contribute meaningfully to the ministerial establishment, while the experience and wisdom of senior staff would strengthen the functioning of government offices. Sharma encouraged ministerial staff to familiarize themselves with rules and procedures governing government service, particularly the Nagaland Government Servants Conduct Rules. The DGP also urged ministerial staff to identify and address root causes of challenges to improve the functioning of the State Government.

He described knowledge of government rules and regulations as a fundamental responsibility, advising staff to uphold integrity and make responsible decisions throughout their careers. In addition, Kroneicho Naki, the first Administrative Officer of the Nagaland Public Works Department (NPWD), delivered an exhortation, recalling that the Association had pursued the creation of the Administrative Officer post for more than a decade. Naki expressed gratitude to the Government of Nagaland for recognizing this long-standing demand and described ministerial staff as the backbone of the government.

He called upon them to carry out their duties with integrity, discipline, and accountability. I. Anungba Sanglir, vice president of CANSSEA, and additional director of the Department of Food & Civil Supplies, also highlighted the role of CANSSEA as the apex body representing government employees’ associations in Nagaland.

Sanglir noted that CANSSEA has consistently worked to bring employees’ concerns to the Government while promoting a constructive relationship between the two. He noted that CANSSEA has taken up issues relating to service conditions, pay, pension and employees’ welfare, besides playing an important role in the implementation of the Chief Minister’s Health Insurance Scheme (CMHIS). He added that the association has been pursuing pension reforms and following up on the implementation of the latest Revision of Pay (ROP).

On behalf of NDMSA, Bendangsenla welcomed the gathering and expressed delight at celebrating the association’s achievements. She also congratulated members who had recently been promoted and extended best wishes to the first batch of participants who completed the Foundation Course Training on Secretariat Work for ministerial staff of the directorates. Bendangsenla described the creation of the Administrative Officer post as a historic achievement, fulfilling the association’s decade-long demand.
