Prime Minister Narendra Modi has stated that comprehensive reforms to the education system are necessary to tackle the issue of paper leaks, and those found guilty will face severe consequences. In a video message on Instagram, Modi emphasized that the government will not spare individuals or groups involved in paper leaks, referring to them as ‘paper leak gangs’ and ‘paper leak mafia.’

The statement comes after Parliament passed The Public Examination (Prevention of Unfair Means) Amendment Bill, 2026, which introduces stricter punishments for paper leaks, including up to 10 years in jail and a fine of Rs 50 lakh. Modi highlighted the government’s efforts to establish a robust examination system, utilizing technology and setting up fast-track courts to prevent irregularities.

The prime minister also mentioned a task force constituted to strengthen the examination process and prevent paper leaks. The government has expressed its commitment to ensuring students receive a fair opportunity and has vowed to continue its campaign against paper leaks.

The passage of the bill follows a 36-day student protest led by the Cockroach Janta Party (CJP) at Jantar Mantar, which began on June 20 and culminated on July 25 after the resignation of Union Education Minister Dharmendra Pradhan and the government’s acceptance of other demands.

Union Home Minister Amit Shah has also welcomed the passage of the bill, stating that it will protect students’ futures and serve as a deterrent against crimes that threaten the credibility of the public examination system. The new law proposes harsher provisions, including jail terms ranging from five to 10 years and fines of up to Rs 50 lakh for individuals involved in paper leaks or unfair means in examinations.

The bill was passed in the Rajya Sabha with a voice vote, despite a walkout by several Opposition parties of the INDIA bloc. The Lok Sabha had previously passed the bill on Wednesday.
