The Central Bureau of Investigation (CBI) has launched an investigation into the death of a 15-year-old girl who worked as a domestic help in Roing, Lower Dibang Valley district, on 11 December 2025. The probe was initiated after an FIR was registered on 15 July 2026, following directions from the National Human Rights Commission (NHRC) to the Government of Arunachal Pradesh.

According to a release by the Arunachal Pradesh Chakma Youth Association (APCYA), the CBI investigation team, led by Inspector Rahul Shukla, is currently conducting an on-ground investigation. The FIR was registered in response to the NHRC’s directions, which were prompted by a complaint filed before the commission.

In a recent submission to the CBI, the APCYA alleged that Chikond Chand Chakma of the All India Chakma Students’ Union (AICSU), who originally filed the complaint before the NHRC, has been accused of extorting Rs 3 lakh from the accused to settle the case. This accusation was made in a video statement by the deceased girl’s father.

The APCYA has raised concerns about the AICSU’s handling of the allegation, stating that instead of referring the matter to the NHRC, the union conducted an internal inquiry and gave Chikond Chand Chakma a clean chit. This has raised questions about the union’s possible involvement in the matter.

APCYA president Rup Singh Chakma submitted a copy of the complaint filed before the NHRC on 18 June 2026, regarding the alleged extortion of Rs 3 lakh to settle the case. The APCYA president emphasized that the CBI inquiry will help address the issue of child trafficking within the Chakma community in Arunachal Pradesh.

However, he also stressed the importance of investigating allegations of extortion and other attempts to interfere with the investigation in cases involving child rights violations, particularly child labour and sexual offences against children. The APCYA president further stated that some Chakma youth leaders have turned to extortion to settle such cases, using institutions like the NHRC as a means to do so.
