The Arunachal Pradesh Cabinet has approved a massive Rs 7,834 crore for various schemes covering roads, power, and education. This move is aimed at boosting employment, entrepreneurship, and ease of doing business in the state. At a meeting chaired by Chief Minister Pema Khandu, the Cabinet approved Rs 2,334 crore for the second phase of the Chief Minister Comprehensive State Road Development Plan.
This plan aims to improve road connectivity in district headquarters and decongest roads in the capital region. Additionally, the Cabinet directed departments to complete the remaining projects under the first phase by March 2027. Under the first phase of the plan, 67 road and bridge projects involving an expenditure of Rs 899.58 crore were sanctioned during 2019-24, of which 62 have been completed.
The Cabinet also sanctioned Rs 2,000 crore under the CM Comprehensive State Rural Road Development Programme to provide all-weather road connectivity to areas not covered under the Pradhan Mantri Gram Sadak Yojana. Furthermore, Rs 2,000 crore was approved under the CM Comprehensive State Power Development Programme to upgrade and modernise critical power infrastructure and improve the reliability of electricity supply. The programme aims to bring down aggregate technical and commercial losses to 18 per cent by March 2029.
In another significant move, the Cabinet approved 20 per cent reservation for retired Agniveers in constabulary and equivalent posts in the state police, Indian Reserve Battalion, fire and emergency services, and other departments. The Agniveer scheme, introduced by the Centre in 2022, provides for the recruitment of youth into the Army, Navy, and Air Force for a four-year tenure. The Cabinet also approved Rs 1,500 crore for phase two of Mission Shikshit Arunachal to bridge infrastructure gaps in schools, strengthen teacher training, and improve real-time monitoring.
It was informed that Rs 3,112.50 crore had been invested under the first phase of the mission during 2023-26. The programme aims to bridge all school infrastructure gaps by 2029, ensure a balanced student-teacher ratio, comply with the National Education Policy 2020, and improve learning outcomes. Other initiatives approved by the Cabinet include the Chief Minister’s Frontier Sainik School Scholarship scheme, an Indian Army-led coaching and mentorship programme, and the ARUN MSME Mission to support the revival and capacity-upgradation of MSMEs.
The Cabinet also unveiled the Arunachal Human Capital and Economic Transformation Vision 2036, targeting skill development for one lakh youths, and approved the Arunachal Pradesh Apiculture and Honey Policy, 2026, aimed at developing a sustainable and commercially viable beekeeping sector. Among other administrative decisions, the Cabinet approved amendments to the Arunachal Pradesh Staff Selection Board Rules, 2018, increasing the reserved or wait list for each category to 20 per cent of vacancies or five candidates, whichever is higher, against the existing 10 per cent or two names. The validity of the wait list will also be increased from six months to one year.
The Cabinet also approved a common examination scheme for direct recruitment to Group A and B technical posts. Additionally, the Cabinet approved the creation of 36 assistant sub-inspector posts under the 1st and 2nd Arunachal Armed Police Battalions and special grade designations for various posts under the prisons and correctional administration.
