BJP Legislative Council member Keshavaprasad’s remarks on the Kasturirangan report sparked a cross‑party backlash in the council. He praised the report as “excellent” yet cautioned that the state should avoid confrontation with the central government, claiming that some voices were stirring unrest without proper understanding of the notification.
In response to a warning from Janata Dal (Secular) member S.L. Bhojegowda that implementation could lead to “bloodshed,” Keshavaprasad cited Kerala’s experience, noting that the state had reviewed and successfully enacted the report without conflict. He also questioned the government’s decision to hold a session just days before the deadline for the state to file an objection, suggesting the timing was imprudent.
Keshavaprasad read several recommendations, arguing that restrictions on multi‑specialty hospitals producing bio‑waste were justified. He accused detractors of spreading fear, insisting that houses could still be built or renovated and that large land parcels had been earmarked for housing. He questioned why the Western Ghats should be barred from industry while agriculture faced no restrictions.
Congress member S. Ravi sought confirmation that Keshavaprasad’s statements reflected the BJP’s official stance. Senior BJP leader C.T. Ravi defended the party, noting the practical challenges for residents of the Malnad districts who feel a deep emotional bond with the land.
During the debate, several council members criticized environmentalists who supported the report’s implementation. S. Ravi claimed there was “nothing to learn” from environmentalists, while Bhojegowda challenged the qualifications of those who call themselves environmentalists and questioned their effectiveness in removing forest land encroachments, especially in the Kudremukh National Park.
