The funds will finance two greenfield radial roads, one from the Raviryal exit of the Outer Ring Road to Amangal and another from Shamshabad to Pargi, as well as two elevated corridors on National Highway 44 and State Highway 01. The total estimated cost of these projects is ₹24,000 crore.

Bharat Rashtra Samithi (BRS) has criticised the move, questioning how land worth over ₹12,818 crore was pledged for a loan of ₹10,000 crore. BRS spokesperson Manne Krishank demanded the government disclose the valuation reports and agreements, and asked Chief Minister Revanth Reddy to explain the use of 817 acres as collateral. HMDA Commissioner Sarfaraz Ahmed said the mortgages complied with SEBI and RBI regulations and that the security offered was 1.25 times the bond value, with fair market value determined by Cushman & Wakefield.
