A First Information Report (FIR) was lodged at Nongmynsong Police Station in Shillong on August 31, filed by advocate Niksrang Ch. Marak on behalf of his client, Sansilstone Sangma. The complaint alleges that Enforcement Directorate (ED) Investigating Officer Shekar Kumar physically assaulted Sangma on August 27 while recording his statement after a summons related to a case involving the Garo Hills Autonomous District Council.
According to the FIR, Sangma was not resisting or obstructing the questioning when the alleged force was applied, which the complainant described as wholly unwarranted and disproportionate. Sangma reported pain and swelling in his forearm and hand and received treatment at Civil Hospital, Shillong. Marak has asked police to obtain Sangma’s medical records, injury reports, prescriptions and other relevant documents to support the investigation.
The lawyer also requested the preservation of CCTV footage from the ED premises, including recordings of the room where the statement was taken, adjacent corridors, entry and exit points, and surrounding areas, to prevent any deletion or tampering. He urged authorities to identify and examine all ED officers, staff and other individuals present at the time of the incident.
Marak contended that the allegations prima facie disclose cognizable offences under the Bharatiya Nyaya Sanhita, 2023, with the specific sections to be determined based on medical evidence, CCTV footage and witness statements. He seeks registration of the FIR, an impartial investigation, preservation of electronic and documentary evidence, examination of the implicated ED officer, appropriate legal action against any responsible parties, and an official acknowledgment of the complaint along with a copy of the FIR if registered.
