SC’s judicial infra panel submits roadmap for court modernisation

New Delhi, Aug 31 – A high‑powered judicial infrastructure committee chaired by Supreme Court Judge Justice Aravind Kumar has submitted an interim report outlining a roadmap for modernising courts across India. The Judicial Infrastructure Advisory Committee, constituted by Chief Justice Surya Kant on May 12, presented its findings to the CJI on Monday, nearly four months after its formation.

The five‑member panel includes Justice Debangsu Basak of the Calcutta High Court, Justice Ashwani Kumar Mishra of the Punjab and Haryana High Court, Justice Somasekhar Sundaresan of the Bombay High Court, Director General of the Central Public Works Department Satinder Pal Singh and Supreme Court Secretary General Bharat Parashar, who serves as member secretary. Their mandate was to identify infrastructural gaps in high courts and district courts and propose a unified blueprint for funding and development.

The report recommends substantial government financial support to address deficiencies in court facilities for judges, staff, lawyers, litigants and visitors. It calls for the computerisation of courts under the e‑Courts initiative, the creation of citizen‑centric services, and measures to bridge the digital divide. The committee also examined the establishment of modern court complexes and improvements to working conditions to enhance efficiency and case disposal rates.

The interim report will now be reviewed by the Chief Justice and used to initiate discussions with the Centre and state governments on allocating resources for judicial infrastructure. The Supreme Court said the blueprint aims to create a pan‑India, technology‑driven ecosystem that meets 21st‑century justice delivery needs.
