Lokayukta Initiates Inquiry into Large-Scale Illegal Sand Extraction in Bagalkot

The Lokayukta has initiated an inquiry into alleged large-scale illegal sand extraction in Bagalkot district, following reports of widespread unauthorised extraction and environmental degradation. Acting on the Lokayukta’s directions, the Bagalkot Lokayukta Police inspected 41 sand extraction sites across Hungund, Ilkal, Badami, and Mudhol taluks on Monday.

The inspection revealed that only nine sites were operating with valid authorisation. Consequently, 25 criminal cases have been registered at various police stations. The Lokayukta report highlighted that illegal sand extraction was being carried out on riverbeds, streams, and agricultural lands, causing extensive damage to river ecosystems, agricultural land, and public roads.

The report also noted that the district-level task force, established to prevent illegal sand extraction, had failed in its duties. To address this, the Lokayukta has recommended a series of measures to strengthen enforcement, including continuous surveillance of vulnerable areas, coordinated raids by multiple departments, and increased patrolling.

The Lokayukta has also suggested greater use of technology, such as drones, CCTV cameras, and GPS tracking, to monitor extraction activity and transport routes. Additionally, the report recommended the installation of live CCTV cameras at authorised sites, with real-time monitoring by district authorities, and promoting the use of manufactured sand to reduce dependence on river sand.

The Lokayukta has further recommended stringent action against offenders under various applicable laws, including the Mines and Minerals (Development and Regulation) Act, 1957, and the Karnataka Minor Mineral Concession Rules, 1994. These measures aim to curb the widespread illegal sand extraction in the district and mitigate its environmental impact.
