The Bihar cabinet approved the draft “Bihar Green Hydrogen Policy, 2026” on September 30, 2026, aiming to cut carbon emissions and reduce dependence on imported natural gas. The policy is intended to foster a green hydrogen ecosystem that includes production, consumption, market creation, electrolyser manufacturing and other value‑chain components, thereby advancing the state’s decarbonisation and net‑zero goals.
Under the policy, Bihar will target the production of 100,000 metric tonnes of green hydrogen annually by 2031, establish 1 GW of electrolyser capacity and roughly 2.5 GW of renewable energy capacity. The state expects to attract about ₹16,000 crore in investment and create roughly 12,000 direct and indirect jobs. The Bihar Renewable Energy Development Agency (BREDA) has been designated as the nodal agency for implementation.
The cabinet also decided to reduce the VAT rate on Aviation Turbine Fuel (ATF) from 1 % to 0 % at Regional Connectivity Scheme airports, following a prior reduction from 29 % to 4 % in June 2025. The move is expected to boost regional flight frequency and positively impact the state economy.
Additional measures include the creation of 34 administrative posts each for Dr. Syama Prasad Mookerjee AI and Computer Science University in Bhagalpur and Shaheed Jubba Sahni University of Architecture and Civil Engineering in Muzaffarpur. The cabinet approved 35 contractual posts for the Buddha Samyak Darshan Museum and the Directorate of Museums for 11 months. It also launched the Mukhya Mantri Hemophilia Yojana, covering treatment costs for 255 state‑wide hemophilia patients.
Finally, the cabinet authorized the procurement of 30 water cannons at ₹8.8 lakh per unit and 86 Vajra vehicles at ₹4.2 lakh each, totaling ₹62.52 crore, to strengthen law‑and‑order capabilities. A total of 30 decisions were taken at the meeting chaired by Chief Minister Samrat Choudhary.
