During the special intensive revision of Delhi’s electoral rolls, data show that booth‑level agents (BLAs) exceeded the Election Commission’s daily limit of ten Form 7 submissions by filing objections through the poll panel’s ECINET portal, which lacks a restriction mechanism.
An analysis of Form 10 reports from 21 to 27 September revealed four individuals who filed more than ten applications a day. BJP BLA Chitresh Chandoliya, son of North West Delhi MP Yogender Chandoliya, lodged 35 objections in two days, 12 on 21 September and 23 on 22 September. A 20‑year‑old resident of Sangam Vihar, Apoorv Dwivedy, filed a Form 7 against his own name citing ‘death’ as the reason.
Chandoliya explained that the online portal allows bulk submissions because it does not require a BLA designation or Aadhaar authentication that limits the number of forms. He logged in like any citizen and used Aadhaar to authenticate. The Delhi Chief Electoral Officer’s office did not respond to a request for comment.
Overall, 1,095 Form 7 objections were filed between 21 and 27 September, about 80 % against the objector’s own name. Other high‑volume filers included Arun Kumar Tanwar (12 objections in Delhi Cantonment) and Sabo Devi (15 in Tri Nagar). Disposal of Form 7 applications outpaced Form 6 applications, with 519 disposed versus 92 between 14 and 20 September. The claims deadline has been extended to 30 October, and the final roll will be published on 4 December.
