There is no universally prescribed ratio of pensioners to serving employees, but a ratio above 60 is a structural warning. With more than 120,000 government employees, each new hire carries a potential future pension liability, and the system cannot expand without corresponding growth in the productive economy.

Nagaland needs pension reform, not hostility. All pensioners should be digitally verified, life‑status authentication made regular, Treasury and bank records reconciled, and suspected double payments investigated. An independent actuarial assessment should project future liabilities, and policies should prevent overlapping public benefits while honouring earned pensions.
