Buses arriving from neighbouring states such as Andhra Pradesh, Karnataka and Maharashtra, as well as those entering via the Outer Ring Road, would be directed to the new terminals. Passengers would then transfer to city services such as RTC buses, the Metro Rail and MMTS to reach their final destinations.

The plan also targets private operators, who currently park indiscriminately across the city and contribute to congestion, particularly at night. Under the new system, private buses would operate from designated terminals and pay user charges for the facilities. The terminals will feature passenger waiting areas, parking and connections to other public‑transport modes, and the government intends to equip them with 2,200 electric buses to serve routes linking the hubs with the city.
