BRICS leaders expressed serious concern over deliberate attacks on civilian infrastructure and peaceful nuclear facilities that operate under full safeguards of the International Atomic Energy Agency, emphasizing that nuclear safety must be maintained even during armed conflicts.
The concerns were articulated in the New Delhi Declaration adopted on the first day of the two‑day summit hosted by India. Prime Minister Narendra Modi announced the declaration’s adoption in the presence of Chinese President Xi Jinping, Russian President Vladimir Putin, Iranian President Masoud Pezeshkian, and Abu Dhabi Crown Prince Mohamed bin Zayed Al Nahyan.
The declaration was reached after the bloc overcame sharp differences between the United Arab Emirates and Iran over the West Asia conflict, yet it avoided any direct reference to U.S. strikes on Iran or Iranian military actions against Gulf Arab states.
Key points of the declaration included a call to strengthen disarmament, arms control, and non‑proliferation systems, support for nuclear‑weapon‑free zones, and a reaffirmation of the importance of UN resolutions on a Middle East zone free of nuclear weapons. The leaders urged all invited parties to participate constructively in the related conference and to uphold the integrity of the global nuclear security regime.
