The Tamil Nadu government has issued a government order to cease printing and mailing physical driving licences and registration certificates after September 12, 2026, and to transition to fully digital issuance.
Digital licences and certificates will be downloadable free of charge for one year from September 13, or until the Motor Vehicle Rules are amended, whichever comes first. This follows Chief Minister C. Joseph Vijay’s announcement that the documents would be issued digitally from September 15, allowing holders to obtain them immediately after test or registration.
Both digital documents will contain QR codes that link to the original electronic records stored in government databases, including via the m‑Parivahan and DigiLocker platforms. The QR codes enable real‑time verification and are intended to prevent duplication. Users may print the downloadable files from the Parivahan portal, and a plain‑paper or laminated copy with a clear QR code will be accepted.
The order instructs authorities not to require physical documents after September 12, and to carry out seizures, authentication and penalty records electronically. From September 15, e‑Seva centres will provide printing services for those who wish a physical copy, subject to a service fee.
